The minutes were agreed and approved
Matters arising from Previous Minutes
- The Council is committed to removing the graffiti in the Drill Hall Gardens. However, as it is acrylic paint on sandstone it needs specialist chemicals and tools, which are on order
- A revision of the One City Plan is to be published in the near future. Mike will circulate for comments, which he will take back to a full meeting of parties involved in The Plan on the 12th October
- Mike thanked Fiona and Luke for organising a leaving present for Eddie. Jim and Fiona commented on it being a very successful evening in the Albion for Eddie’s last shift. Fiona said that Eddie thanked BERA for the gift
- Carol singing has been arranged for the 15th December, with mince pies afterwards in The Albion. BERA AGM, also in the Albion, will be on the 11th There will be no BERA event on Christmas Eve.
- The Drill Hall Gardens – there are a series of contractual options which will be put to Mike this month. BERA does not want responsibility for the walls or trees – they need to remain with the Council. Mike has talked to the Police and Crimes Commissioner, who said there is potentially a pot of money we could apply for, but we would have to match the sum given by fundraising, so not viable. Jim said he will strim the grass again and Roy said that Janet has plants to put in in the Autumn. Mike is to talk to Rebecca about planting.
- After a petition of 2,900 signatures and a full Council meeting, the plan to put doughnut boats on the river at the Groves was rejected. They have put together a plan for the preservation of the Groves and a walking circuit (Groves, suspension bridge, past Salmon Leap and over Old Dee Bridge). This will be linked with the 2023 centenary of the Queens Park Suspension Bridge. It will also link to the pumping station development. The Friends of the Groves are actively involved.
Future Social Events
- A social event at the Cross Keys is planned for the 5th Fiona to confirm with Dave.
- Quiz at The Albion 10th Note – Christina has since said she cannot do this date, so the 15th November has been suggested instead.
- Carol singing with mince pies in Albion 15th December
- AGM 11th January 2023 in The Albion
- No social event on Christmas Eve in the Albion
Quicks
The rumour that Chester University has bought this site is unfounded. There is, however, a standoff between the Council and Bridgemere over its development, so not impossible that it may be sold to another buyer.
Drill Hall Gardens
Awaiting security of tenure
Church of Christ Scientist Access
Carly reported that the gates to the church car park are being left open at night and it has now become an area for drug taking and dealing. Also causing a disturbance in Steele Street and one car has been broken into. Mike spoke to Mike Ankers about this and Andy Collinson has said he will look into it.
A.O.B
- Fiona reported meeting with a man promoting the Facebook group ‘People for repairing and maintaining the Chester City Walls’. The feeling was that we should get in touch with them and give them BERA’s support.
- Albion Street and Park Street are to be used in the filming of a programme about Cary Grant. Christina reported that there may well be money for local residents as compensation. Fiona to pass details on to Mike so he can get in touch on behalf of BERA
- Fiona pointed out that the promised increase in police presence in Chester only lasted a few weeks and there is increased anti social behaviour on a daily basis, especially in Frodsham Street. Mike said he would look into it.
- Mike said that the Council are to fix the ponding in the gutter in Volunteer Street
- Jim said that following him finding excrement and vomit on the Walls one morning he has discovered an out of hours CWAC telephone number and they promise emergency action on incidences such as this.
- It was felt that we should reinstate membership fees for BERA from the next AGM. Fiona to ask Matt if there is a way of setting up payments via the website
Date of next meeting 28th September in The Cross Keys
