Good morning,
We have had some success this week with two Criminal Behaviour Orders. These have been issued to two males who have caused a number of issues in Chester City Centre and provide restrictions in terms of where they can go, aswell as their behaviour.
The first male was granted the order for two years with the following conditions;
1. Enter the area as defined by the exclusion map, Chester City Centre.
2. You are not to light any fires in any public place or in any place to which the public have access to (without the express permission of the landowner) in Cheshire West and Chester borough council area.
3. Act in such a way that would cause a female harassment alarm or distress including making any unsolicited explicit sexual comments suggestions or requests to any female in a public place
The second male was given an order for five years with the following conditions;
1. Enter the excluded area as defined by the exclusion map, Chester City Centre,
2. Be drunk in a public place in England and Wales,
3. Use or encourage others to use foul, abusive, insulting, offensive, threatening, disorderly
or intimidating language or behaviour in any public place in England and Wales.
These are very effective orders for curtailing the behaviour of individuals who have caused particular problems in a particular area. If necessary, we are also able to add positive obligations on individuals requiring them to do particular activities which may prevent their poor behaviour. There are a number of other people whom we are actively targeting with a view to implement the Anti Social Behaviour path way, which can ultimately lead to the issuing of a Community Behaviour Order. We will often evidence this behaviour through Police officer statements, and Body Worn Videos, but also often need the support of the public to provide this evidence of their behaviour in order to build a strong case.
These orders not only curtail the activities of those they are issued to but also provide a deterrent to others that such behaviour wont be tolerated in Chester.
This activity is being carried out under Operation Momentum, which seeks to target crime and disorder in the City Centre.
Both the Western Proactive Team and Western Problem Solving Team have been working in the City this week in plain clothes, targeting those involved in the use and supply of drugs. This has resulted in a number of arrests for Possession With Intent To Supply a Controlled Drug, and being Concerned in the Supply to Controlled Drugs. We will continue to target individuals involved in this activity to disrupt this criminality and bring them to justice.
We continue to utilise Residents Voice to identify the issues that are causing the public concern. As the survey is anonymous we try to feedback on social media the work we are doing to dela with these issues. Please continue to complete these surveys. Whilst it is called a Residents Voice survey, it is equally important we hear from those who work in the City, so this is open to everyone to complete. If you have completed it before, please complete it on a regular basis so we are kept up to date with the current issues that are causing concern.
