Chester Policing Update 12th July 2024

Good morning,

We continue to carry out patrols in the City, under Operation Momentum, targeting crime and anti social behaviour. These continue to be supported by officers from Forcewide resources including the Roads Crime Unit and Armed Response Vehicles. The Armed Officers have also been carrying out some Armed Foot patrols in the City Centre. These are a high visibility deterrent in areas of high foot fall. The aim is to provide reassurance and they take place across the county. These patrols also support the Project Servator deployments that often take place in the City. This week has also seen a Project Servator training course taking place in Chester, which will increase our capability in respect of this tactic. In addition to the training that has been taking place, we have also carried out fully operational deployments across the City.

As you know, we continually target those causing crime and disorder in the City, by using a range of tactics which includes Dispersals and arrest. Those who we disperse and subsequently breach the Dispersal, by returning to the area within the time they have been excluded from it, we are arresting these people and charging them to appear in court. Upon being released from Police Custody they are issued with Bail Conditions to exclude them from the City, until they appear in court. Likewise, we are using Bail Conditions for individuals who are arrested for committing offences in the City, to again exclude them from the City until they appear in court. This is making Chester a far more hostile place for those who want to come and commit crime. 

The longer term approach we use is moving an individual along the ASB pathway, where they may initially be subject to an Acceptable Behaviour Contract, or Criminal Protection Notice Warning Letter, both of which are designed to give them the opportunity to curtail their behaviour, this then could be followed up with a Community Protection Notice and Criminal Behaviour Order, both of which can place conditions on individuals both to carry out certain acts or stop certain behaviours, this can include excluding them from the Chester City Centre. This week the joint Cheshire Police Cheshire West and Chester Anti Social Behaviour Team successfully obtained a Criminal Behaviour Order against a male called William McARD. He has been causing problems in the City and evidence has been gathered in relation to those offences and resulted in the Criminal Behaviour Order being issued for a five year period. This has imposed the following conditions;

  1. Immediately leave premises when asked to do so by staff or security.

Prohibitions

The defendant must not

1. Enter the exclusion area as defined by the exclusion map shown by the black line around Chester Ring Road save to:

A. Go directly to and from with no deviations to St. Werburgh’s Medical Practice on George Street to attend a pre-arranged medical appointment at the Homeless GP’s Surgery, during their opening hours Monday to Friday 08:30 to 17:00hrs, by the route of Northgate Street from Fountains Roundabout to George Street and you must take the same route back,     

B. Go directly to Wells Pharmacy on Delamere Street during their opening hours for pickup of your prescription by the route of Northgate Street from Fountains roundabout to Delamere Street and you must take the same route back.

2. use or encourage others to use foul, abusive, insulting, offensive, threatening, disorderly or intimidating language or behaviour in any public place in England and Wales.

3. Touch or tamper with any charity box or securing mechanism by any means

4. Enter any premises belonging to the Cheshire West and North Wales business crime reduction partnership (all member premises display a window sticker to show their membership of the scheme).

We will continue to gather evidence with a view to Criminal Behaviour Orders being issued to others who persistently cause anti social behaviour in Chester.

This weekend see two Race meetings taking place, on Friday evening then late afternoon/early evening on Saturday. As such, I have authorised a Dispersal to be in place from 1000hrs today (Friday) until 1000hrs Sunday 14th July. This will provide officers with an additional tactic to deal with individuals causing problems at an early stage and disperse them from the City before their behaviour escalates. We have implemented Operation Plus which involves officers deploying before the meetings to set the tone in terms of expected behaviour followed by a post races night time economy operation, which will see a high profile police presence to detect and deter any offences, whilst providing reassurance to those who are attending the races, aswell as those who live, work and visit Chester. Our Licensing Enforcement Officer will also be on duty to visit licensed premises to ensure licensing conditions are being adhered to, and work with licensee’s and staff at the premises.

On Sunday we have plans in place for the European Championship Final that England are taking part in. We have been working with licensees to establish their plans in terms of showing the match, and will have patrols out ensuring everyone enjoys a safe event.

I know this has been circulated before but it can be completed by people again, as many times as they want,  as the issues may change and it’s important that the results are current.
