chester policing update 2nd august

Good afternoon,

Please find below this week’s City Centre Policing update.

This week we have received some fantastic support from colleagues from our Forcewide specialist units. On Thursday afternoon,  the Roads Crime Unit intercepted a vehicle in the City, which contained some travelling criminals who have been responsible for high value thefts across the country. This arrest recovered a large amount of stolen property and has without doubt prevented offences being committed in Chester.

The North West Underwater Search and Marine Unit deployed one of their boats in the Rover Dee, in the area of the Groves this week. This is to promote water safety. Their high profile presence also seeks to deter and detect any crime or anti social behaviour in the area. The team will continue to visit Chester throughout the summer months to both patrol the river but also set up a display on The Groves to promote water safety and engage with the public..  

As I type, Authorised Firearms Officers are carrying out Armed Foot Patrol in the City. This isn’t in response to any specific intelligence but to provide reassurance to areas of high foot fall. Again, this will continue throughout the year. 

Both the Roads Crime Unit and Armed Response Unit provide fantastic support to Operation Momentum in the City, carrying out high visibility patrolling to support the City Beat Team and Chester Local Policing Unit Response patrols. 

Unfortunately, we have seen some incidents of anti social behaviour taking place at locations in the City involving groups of youths. Please be assured that we are tackling this head on. A number of youths will be attending the Police Station, with their parents, to complete Acceptable Behaviour Discussions with our Anti Social Behaviour Team and members of the City Team. This is the first stage of the Anti Social Behaviour path way, which will act as intervention to prevent further behaviour, but if it continues then will progress to more stringent consequences in the form of Community Protection Notices and Criminal Behaviour Orders. We will be issuing a Community Protection Notice in relation to one individual, who has repeatedly come to our attention, and their poor behaviour has been evidenced. We are also actively targeting locations where ASB has been taking place, to identify those responsible to ensure their behaviour is addressed. These locations are identified on a day to day basis. 

The City Team have been out on patrol with Forfutures to engage with the rough sleeping community in the City, to provide support and options to them,

We have also set up a Pop Up Police Station in The Story House and Chester Bus Interchange to provide visibility and provide an opportunity to anyone who wants to raise any issues with officers that are causing concern.

An issue that has been causing concern in the City, has been the misuse of E Scooters and Electrically Assisted Pedal Cycles. On Wednesday we deployed Operation Intervention. This is a proactive operation to target the misuse of E Scooters and EAPC’s. Officers stop checked those using the bikes to deal with any moving traffic offences, aswell as to check that the rider has the correct documentation required to use the bike. We seized four bikes during the course of the operation. It is very likely these will not be returned to the owners and will be destroyed. This operation will be repeated frequently to ensure that those who flout the law in relation to the use of these bike will be dealt with. In tandem with this our Corporate Communications team will be delivering a campaign to educate people in terms of the correct use of these bikes and what documentation is required.

The Retail Crime Point of Contact from the City Beat Team has this week, been visiting retail premises who have been experiencing a high number of thefts. She has attended with the Crime Prevention Officers and met with staff to look at ways that the offences can be prevented. In addition to targeting the offenders using both high profile and plain clothes patrolling, Facial Recognition to identify suspect and investigative techniques to bring them to justice, we are adopting a Problem Solving approach to look at solutions to prevent such offences being committed in the first place.

This Sunday we will have another Chester Race Meeting. As such, I will be authorising a Dispersal to be in place on Sunday between 1000hrs and 0400hrs . Whilst this is a family event, I want to ensure that the officers deployed in the City have the tactic available to them to deal with poor behaviour and prevent it escalating.
