Minutes of previous exec meeting

The minutes were agreed and approved

Matters arising from Previous Minutes

· Mike has not yet contacted the group who are promoting the maintenance and repair of the City Walls. Fiona suggested he contacted them via Facebook.

· BERA are to receive £250 from ITV for disruption during recent filming. The rest of the promised £1000 will go directly to residents of Albion Street.

· Mike Ankers has confirmed that the number of police in Chester has now been increased and the number ringfenced. With collaboration from the Council, the camp that had been set up outside the Debenhams site has now been removed. All police officers and uniformed Council officers now follow a three part process in dealing with ASB ranging from green (a letter detailing the offence), through amber (a warning ) to red (prosecution). The Council has issued Chester businesses with a guide to reporting issues and Mike has asked that one be given to residents.

· The ponding in Volunteer Streethas been fixed by lowering the drain

· Fiona has not heard back from Matt re the website issues and will chase him.

· It was agreed that the social event at The Cross Keys was a very successful evening.

· There has been no formal feedback from the Coucil re the lease on the Drill Hall Gardens. Mike will push for a reply

Future Social Events

· 15th November – Quiz night at the Albion

· 15th December – Carol Singing

· 11th January 2023 – AGM in The Albion

· Fiona to send an email to members letting them know about the quiz and Carol singing. It was agreed to do a leaflet drop about the AGM so all residents will be informed. Mike to prepare leaflet.

Drill Hall Gardens

Mike has not been able to contact Rebecca Bowen about planning. He and Jim will tidy the gardens with a leaf blower before the end of November. It was again suggested that we apply to the Community Cashback Fund for money to improve the gardens. We could use the £250 from ITV and this would be matched by the fund.

We are awaiting a quote from the Council for them to install downlighters around the walls in the gardens. The Council are also replacing some benches in the City Centre, so hopefully we may be able to acquire some of the old ones.

There is now a dedicated tree officer on the Council, so we can ask him for advice. Jim said the central tree is in good condition, but the same cannot be said for the others. If we acquired it as a community garden, the Council will still maintain the trees and the walls.

One City Plan

Mike attended a meeting on the 14th October. They agreed the allocation of 45 actions into 5 groups: Living in Chester, Making Chester, Visiting Chester, Experiencing Chester and Connecting Chester. There is still concern over the implementation of these actions, a concern which is shared by the business community. CRAG is to field 2 people into each group. CRAG is to put together a paper about prioritising tasks.

AGM

· An email has to be sent two weeks prior to the AGM (which is on the 11th January 2023) to inform members.

· It was agreed that subs will be set at £6 per annum

· A leaflet drop will be done the first week of January to inform all residents of the AGM

A.O.B

· Bill distributed a bank statement showing the BERA transactions this year (attached). Jim raised a concern that he and Carly are auditors but as they are both on the exec this could be seen as a conflict of interest. Mike is to look into this.

· Fiona reported that they had been visited by Paul Tudor, chief engineer for the Walls and a surveyor. They are planning to carry out repairs on the Recorder Steps next year, but first want to dig holes along the Walls from the Recorder House to the Wishing Steps so they can establish how the houses are sitting.
