Matters Arising
- Fiona to ask James Wilson if we could include his contact details on the BERA website in order to report anti social behaviour. Matt has added useful Council contact details to the website
- Fiona to send membership names to Bill for him to update
- Bill was unable to add Jim as a signatory on the bank account until it was formally agreed at the meeting. It was therefore proposed by Fiona, seconded by Anne that Jim Parrish, Deputy Chair, should be added as a signatory to the BERA Bank account. All present were in favour and the motion was carried.
- Jim registered the Quicks building under the Council consultation re buildings for development (“A Call for Sites”)
- The Annex is now only going to be used for longer term residents. It was noted that the ASB around that area has disappeared
Pepper Street Car Park
Jim has downloaded the title deeds and plan, which seems to show that there had been restrictive covenants on the site. It looks as if the property was bought by the Duke of Westminster and three years later transferred to another part of the Grosvenor estate and the covenants removed.
Action: Fiona to see if she can confirm this is the case.
It was decided to monitor noise levels and anti social behaviour before and after the car park is developed. Anne has researched to possibility of hiring a sound recorder. Bill has also researched the different types of monitors and recommended one data logging sound meter whish measures fast (instant) and slow(over a period of time) values for establishing background levels now. Phone apps could be used in the future. David is awaiting responses from Nigel Driver (Grosvenor Estates) and the Council’s building control department over safety concerns he has raised.
Action: Fiona to research a site which logs local reported incidences of ASB (done - https://www.streetcheck.co.uk/crime/ch19pe/2024/02)
Action: Adrian to contact a soundproofing company and other contacts he has to see if they can help with noise monitoring
Planning and Licensing Applications
Jim has been monitoring these. The one that could affect us is a variation by Off the Wall from no alcohol to be outside the premises after 23.00 hours to no alcohol at the front of the premises form 23.00 hours (i.e. alcohol still to be served in the outdoor rear area).
Action: Jim to make a representation objecting to this variation
Local Community Leaders Lunch
A representative from BERA has been invited to these lunches, held at St Peters at the Cross. Bill has volunteered to attend
CRAG
Action: Fiona to email BERA members with the last CRAG meeting minutes and to ask if anyone has any views on whether we should continue with our subscription of £25 per annum
AOB
- David to attend the Summative Dee Meeting, hosted by Sam Dixon on Friday. He proposes to ask about the regeneration of the weir and bring up a suggestion that a flood gate by Salmon Leap could help with flooding further up the river. He was also asked to mention the amount of sewage both down river and brought up to the Groves on a high tide. Another concern is the boat that clears debris from the river is a diesel powered boat which causes a lot of air pollution.
- Adrian summarised a meeting he and Fiona had with Sarah Curran, chief engineer for the Walls. She said that as Colas had taken over responsibility for the Highways (and therefore the Walls), an engineer will have to complete a survey to see what repairs need doing to the Walls. She has promised to keep us updated.
