BRIDGEGATE EAST RESIDENTS ASSOCIATION (BERA) Minutes of Executive Meeting. Tuesday 30th July 2024 in The Albion

Minutes of last Meeting

These were agreed

Matters Arising

  • Anti social behaviour. Bill said the website reporting all ASB incidents found by Fiona (https://www.streetcheck.co.uk/crime/ch19pe/2024/02) was very useful. It included month by month data split into locality and crime types. Fiona to ask Matt to put this link on the BERA website
  • Local Community Lunch. Bill attended this and reported there were few attendees. As it was in the run up to the election there were no councillors present. However, it was felt that it would be useful to attend in the future as a way of meeting others in the community
  • Bill reported that he was still in the process of adding Jim as a signatory to the bank account

Drill Hall Gardens

There have been recent incidents of ASB and drug taking in the gardens, which have been reported to the police. This has resulted in police cars checking on the site. It is felt that any incidences must be reported to show that there is a current problem

Action: Fiona to email members to urge them to report any incidents both to the police and to the exec

Helen is meeting Katrina Kerr in the gardens in August and was happy for any other members of the executive to attend as well. The aim is to discuss options, including what is the Council’s responsibility, the possibility of CCTV and what funding is available. The possibility of adding public liability insurance to the Council’s insurance will also be investigated.

Planning and Licensing Applications

Jim successfully helped to forestall the application by Off the Wall to extend the hours for the consumption of alcohol outdoors

 Action: Fiona to continue to pass on the lists of current applications to the exec

Pepper Street Update

The online noise management plan has two adverse comments – one from BERA and one from environmental protection. We will continue to monitor this. David has volunteered to be the first point of contact

One City Plan

Bill and Anne attended the ‘Making’ group, chaired by Mike Hogg. The aim is to generate ideas to make Chester more attractive both to visit and to live here. They felt it was a useful forum for people to express their views and concerns. The minutes will be circulated when available

CRAG Meeting

Bill and Anne attended. Again, minutes will be circulated when available

Social Evening

A date of the 30th August at 7.30pm was agreed upon

Action: Fiona to email Christina to ask if we could have it in the Albion. If she agrees, Fiona to email BERA members with an invite

Summative Dee Conference

David attended this meeting, chaired by Sam Dixon. There was much criticism of the amount of sewage in the River Dee. Apparently, the drainage and sewage system in Chester is combined and cannot cope when there are prolonged periods of heavy rain. This results in sewage overflowing into the Dee. A buffer store is being built on Sealand Road which will hold storm water until the sewage plants have capacity to deal with it. Also, all new developments have to have separate drainage and sewage systems. Jim pointed out that the new surface water drain from the Northgate development is underused and wondered if there was a way more surface water could be channelled into it

AOB

  • David said he was making progress over the bin issues from the local restaurants. He also reported the alarms going off in the early hours of the morning. The Council are aware of the noise issues
  • It was felt that we will continue to be members of CRAG as it is a useful gateway both for receiving information and for exchanging ideas and concerns with other representatives of Residents’ Associations. It is also a way to be involved in projects such as One City Plan
