BRIDGEGATE EAST RESIDENTS ASSOCIATION (BERA) Minutes of Executive Meeting. Wednesday 28th September in The Cross Keys

Minutes of previous exec meeting

Matters arising from Previous Minutes
- James Morris, from the Council, has been appointed to work with other agencies on issues such as anti social behaviour and graffiti. By matching graffiti tags to people they have charged two adults and two youths. They have a team who are clearing graffiti in the City and also looking at being able to offer to act as contractors to clear graffiti off private buildings
- Chief Inspector Mike Ankers has investigated the drug taking at the Church of Christ Scientist. They have viewed Carly’s CCTV. The church gate is now locked and the problem resolved
- Mike has not yet contacted the group who are promoting the maintenance and repair of the City Walls. Fiona suggested he contacted them via Facebook. She said the group now has 300 members.
- Mike met with the group filming in Albion Street. They have promised £1000 to BERA for use in the community. It was suggested it could go towards the Drill Hall Gardens upkeep
- Mike spoke to Mike Ankers about the lack of police presence in the City. He said that the numbers of uniformed officers had been increased, but they were then taken out of the City to police elsewhere. He agreed that a number would be ringfenced to stay in Chester and they would all be issued standards to ensure they all knew the correct procedure for every incident they may come across.
- Mike has chased the Council re the ponding in Volunteer Street, but the issue has yet to be resolved.
- Fiona said she had spoken to Matt re being able to pay membership fees vie the BERA website and he is looking into it. She also pointed out that some of the wording needs to be updated and will work with Matt on this. Mike said that BERA will pay Matt for his time
Future Social Events
- Fiona has booked the Cross Keys for a social event on the 5th Mike asked her to send out an email to BERA members advertising this
- Quiz at The Albion has been set for the 15th Mike said he has a meeting with the police that day so would not be able to attend.
- Carol singing with mince pies in Albion 15th December - as so little money was raised last year due to people not carrying cash any more, it was suggested that there would be no fund raising at this event

There are ongoing discussions with the owners and various potential buyers, but no further news
Drill Hall Gardens
The Council’s legal department are to contact Mike re the licence conditions. Dan asked if there could be increased lighting there, as he disturbed some drug takers there one evening, Mike said he would ask about this alongside looking to agree a licence. He said that the reason the bin had been moved to Volunteer Street from the Drill Hall Gardens was to discourage residents using it as an overflow bin. The amount of litter in Volunteer Street has consequently decreased. Mike to contact Rebecca about planting in the gardens. Nobody had her phone number
One City Plan
Mike had circulated a copy to the committee prior to the meeting. He has two meetings about this on the 30th September and the 12th October. CRAG wants to see their main issues embedded in the Plan – public realm, transport, homelessness and anti social behaviour. The view of the BERA committee is that they need to get the basics right first e.g. ring fence money to improve wifi in the city and for repair of the Walls
